The government of the State of Qatar represented by the Institute of Administrative Development(IAD) of the State of Qatar in collaboration with the government of the Republic of Singapore, represented by the Ministry of Foreign Affairs (MFA) in collaboration with the Civil Service College, Singapore, following the outcome of the inaugural Asia-Middle East Dialogue (A-MED) Working Group Meeting on Social, Educational, Scientific, Cultural, Environmental and Media Issues in Singapore in November 2005, have designated the IAD as the host of the Regional Training Centre for Public Administration (RTCPA) Asia-Middle East Dialogue (A-MED) in Doha, State of Qatar.
The Asia-Middle East Dialogue consists of 50 participating countries.
The mission of the RTCPA has been established as a Third Country Training Programme (TCTP) to strengthen cooperation in the development of human resources in the public service sector in A-MED member countries.
The role of the RTCPA is to administer a number of training courses for selected participants from A-MED member countries with the aim of sharing knowledge, skills, best practice and the expertise of public officers in public administration and its related fields.
The RTCPA, which is now in its third year of operation offers training courses in the following areas but not necessarily limited to: • public administration • trade promotion • urban planning • environmental management • information and communications technology (ITC)
The execution of the training courses, including the design and content of these courses, jointly administered by the IAD and its partner in Singapore, may mutually agree to invite other parties to contribute or to provide assistance in the implementation of the courses. The training courses offered at the RTCPA are held at the IAD in Doha.
The governments of the member countries can nominate up to two candidates per course. There is no fee charged for RTCPA courses. However, the cost of travel, accommodation and living expenses must be borne by the nominating governments.

The Regional Training Centre for Public Administration is established as a Third Country Training Program for the Asia – Middle East Dialogue to strengthen cooperation in the development of human resources in the public service sector in AMED member countries.

selected participants from AMED member countries in order to promote knowledge, skills and exchange expertise of public officers in administration and its relevant fields. |
RTCPA offers training in the following areas which may include, but are not limited to:
(a) Public Administration ,
(b) Trade Promotion ,
(c) Urban Planning ,
(d) Environmental Management , and
(e) Information and Communications Technology .
The medium of instruction shall be the English Language.

Enrollment and Participation Procedures |

Participation in any course under the TCTP is subject to the joint approval of IAD and MFA and certificates of participation will be issued jointly by IAD and MFA. |

The governments of the AMED |
|

|
Members will bear the cost of travel, accommodation and other local and incidental expenses for their participants, unless otherwise agreed by IAD and MFA

Implementation of Training Courses |
|

The implementation of this TCTP, including the design of the structure and contents of the program, is jointly administered and approved by IAD and MFA. Either IAD or MFA may , with the agreement of the other party, invite other parties( other than IAD and MFA ) to contribute to or provide assistance in the implementation of the TCTP.
The training courses to be offered at RTCPA under the TCTP are held at IAD premises in Doha Qatar. |
