Institute of Administrative Development [IAD] is one of the official hubs of expertise in the State of Qatar. Thanks to its specialized experts in the main fields of administrative development, it provides training programs, research studies / projects and consultations aimed at developing the Qatari society. Based on Ameri Decision No(56) for the year 2009 to organize the administrative development institute, Article (2) : The institute is affiliated to the minister of state for council of ministers affairs, based on Doha. The IAD chart comprises the following five departments: Training & Rehabilitation Department
Planning and Development Department
Research & Consultation Department
International Cooperation Unit
Public Relations and Communication Unit
IAD provides expertise in the various fields of administrative development which cover research activities and consultations to most government institutions. IAD research and consultancy studies / projects are carried out in accordance with the various requirements and operations of diverse institutions. IAD experts provide also a number of training programs which are closely related to the above mentioned specializations. |

Introduction : The institute in its most current structure was established by Law no.( 6) 1997 and later amended by Decree Law no.( 24 ) 2007 charged with administrative development in Qatar. But the institute history goes back to 1964 when Law no. ( 15 ) established the institute of administration . Recently : as per Ameri decision no.( 56) for the year 2009 dated Aug.5,2009 to organize the institute , two main objectives are noted A- To take part in the development of the state administrative system , public corporations and authorities , and other government bodies . B- Retrain Qatari employees who are in jobs not in accordance with their school qualifications . In doing so , The national training plan of the human resource management of the general secretariat of the council of ministers(GSCM)is to be used as a reference point which links training to achieving organizational objectives and in turn the same is linked to the achievement of specific national goals that are reflected in Qatar National Vision 2030 under human development to ultimately achieve sustainable development.
The IAD has effectively become operational as from October 1997. |
Article No 3 pertaining to Ameri Decision No.56 of 2009 governing IAD, stipulates and defines IAD objectives clearly as follows:
The Institute aims at participating in developing the competency of the administrative cadre of the state, the corporations and public institutions and other governmental cadre. It also aims at re-qualification of Qatari employees who occupy positions that do not fit with their academic qualifications. In order to achieve its goals, the institute has the right to: 1. Setting and planning programs and training courses, seminars and scientific symposiums according to the national plan for training set by the department of governmental human resources at the ministerial secretariat general of the cabinet. 2. Holding conferences and scientific meetings which deal with the problems and polices of administrative development. 3. Conducting ,directing and supervising studies and organizational and administrative researches through cooperation with ministries and other governmental bodies, corporations and public institutions so as to meet the consultancy and research needs of these bodies. 4. Encouraging and publishing researches, studies, books, periodicals and scientific bulletins in the field of administrative development, and estimating the grants and awards that meet this objective. 5. Collecting, categorizing and classifying the administrative documents and setting them in supporting the administrative body of the state and the plans and programs of administrative development.
IAD achieves these goals through the following main activities: To hold seminars and meetings on issues and policies relevant to administrative development. To carry out, pilot organizational studies and research on management and supervise them in cooperation with the ministries, the other administrative establishment of the state and other public organizations and institutions according to their needs for research and consultancy. To promote publication of research projects, studies, books, periodicals and scientific papers in the field of administrative development. To assist the services of the administrative establishment of the state, public organizations and institutions to resolve their difficulties and come out with adequate solutions. To collect, organize and classify administrative documents and make them available for the administrative establishment of the state and the various development and planning programs. To host technical assistance programs from international and regional organizations and institutions specializing in administrative development according to the prevailing rules and regulations. Any further activities approved by IAD board of directors which do not clash with those of other organizations and institutions. |
